MONTENEGRO SUSTAINABLE TOURISM DEVELOPMENT PROJECT (Project ID: P093461)

SPECIFIC PROCUREMENT NOTICE FOR SUPPLY, INSTALLATION AND CONSTRUCTION OF WATER SUPPLY FACILITIES OF THE REGIONAL WATER SUPPLY SYSTEM

This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 717 of December 17, 2007.

 

Government of Montenegro has received a credit from the International Development Association toward the cost of Montenegro Sustainable Tourism Development Project, and it intends to apply part of the proceeds of this credit to payments under the contract for Supply, Installation and Construction of water production facility “Bolje Sestre” and pump station and water tank “Reljići” including rehabilitation of reservoir “Đurmani”, Contract no. MSTDP-WSF-005.

 

The Public Enterprise “Regionalni vodovod Crnogorsko primorje” now invites sealed bids from eligible bidders for the following services:

 

LOT I: Supply, Installation and Construction of water production facility “Bolje Sestre” located at the northern part of the Skadar Lake (access road, water intake, pressure pipeline, reservoirs, internal roads, auxiliary facilities);

 

LOT II: Supply and Installation of mechanical, electrical and technological equipment at the pumping station “Bolje sestre” and Supply, Installation and Construction of the "Reljići" pumping station (reservoir, pump station, power supply, auxiliary facilities), water tank “Reljići” and rehabilitation of the reservoir "Djurmani" with installation of chlorine station.

MONTENEGRO SUSTAINABLE TOURISM DEVELOPMENT PROJECT (Project ID: P093461)

CONTRACT SIGNED FOR CONSTRUCTION OF THE CONTINENTAL BRANCH OF THE REGIONAL WATER SUPPLY SYSTEM

On April 8th, 2008, after the bidding procedure has been completed in accordance with the World Bank's Guidelines for procurement in scope of the MONTENEGRO SUSTAINABLE TOURISM DEVELOPMENT PROJECT (Project ID: P093461), the contract for construction of the continental branch of the regional water supply system has been signed.

The lowest evaluated substantially responsive bid has been submitted by the company "Strabag" from Austria. The contract is divided into two Lots, as follows:

 

- LOT 1: CONSTRUCTION OF THE CONTINENTAL BRANCH OF THE REGIONAL WATER SUPPLY SYSTEM FOR THE MONTENEGRIN COAST – INLAND PART: GRP pipeline DN 1000 mm, length of cca 11.100 m, steel pressure pipelines 2xDN700 mm, length of 1.800 m and GRP pipeline DN1100 mm length of 5010 m.

- LOT 2: CONSTRUCTION OF THE CONTINENTAL BRANCH OF THE REGIONAL WATER SUPPLY SYSTEM FOR THE MONTENEGRIN COAST – - UNDERWATER PIPELINES: steel pipelines DN800 mm and DN700 mm, length of cca 8600 m each.

 

Total value of the contract is 16.870.506,36 Euro, from which:

Lot 1: 8.220.214,68 Euro

Lot 2: 8.650.291,68 Euro

The a.m. amounts do not include custom duties and VAT.

REGIONAL WATER SUPPLY PROJECT FOR COAST OF MONTENEGRO

CONTRACTS SIGNED FOR CONSTRUCTION OF THE NORTHERN AND SOUTHERN BRANCH OF THE REGIONAL WATER SUPPLY SYSTEM

Upon tender procedures based on EBRD and World Bank procurement policies, within the projects MONTENEGRO REGIONAL WATER SUPPLY PROJECT (Project ID 36875) and MONTENEGRO SUSTAINABLE TOURISM DEVELOPMENT PROJECT (Project ID: P093461), the Contracts have been signed for construction of the northern and southern branch of the regional water supply system.

 

For construction of the northern branch between the reservoir "Djurmani" and Budva in length of 25.498 meters, on March 14th 2008, the Contract has been signed with the company "Integral Inzenjering" from Banja Luka (Bosnia i Herzegovina). Total value of the contracted works is 14.298.230,33 Euro (without custom duties and VAT).

Contract for construction of the first part of the southern branch from reservoir "Djurmani" to the pressure break chamber "Cafe" (municipality of Bar) in length of 16.700 meters, is awarded to the company “Gintas Construction Contracting and Trade Inc” (Turkey). The Contract has been signed on March 24th 2008, with total value of 5.784.179,37 Euro (without custom duties and VAT).

CONSTRUCTION OF THE CONTINENTAL AND SOUTHERN BRANCH OF THE REGIONAL WATER SUPPLY SYSTEM FOR THE MONTENEGRIN COAST - SPECIFIC PROCUREMENT NOTICE

The Government of Montenegro has received a credit in the amount of US$ 10 million equivalent from the International Development Association (IDA) toward the cost of the Montenegro Sustainable Tourism Development Project (MSTDP) and it intends to apply part of the proceeds of this credit to payments under the Contract No. MSTDP-CSB-003 - Construction of the northern branch of the regional water supply system for the Montenegrin coast:

Lot 1: Continental branch – underground pipelines;

Lot 2: Continental branch – underwater pipelines;

Lot 3: Southern branch – section R.”Đurmani” – B.C.”Ćafe”.

LOT 2: Construction of the continental branch of the regional water supply system for Montenegrin coast through region of Skadar Lake, on underwater routes: - Entrance to Malo Blato – Ponari: Parallel steel pipelines DN 800/DN 700 mm, L=1.500 m; - Rail station “Zeta” - Virpazar: Parallel steel pipelines DN 800/DN 700 mm, L=7.700 m.

LOT 3: Construction of the southern branch of the regional water supply system for Montenegrin coast in Municipality of Bar, from the reservoir “Djurmani” to the breaking chamber “Ćafe”: steel pipeline DN 700 mm, L=16.700 m.

MONTENEGRO REGIONAL WATER SUPPLY PROJECT (Project ID 36875):

CONSTRUCTION OF THE NORTHERN BRANCH OF THE REGIONAL WATER SUPPLY SYSTEM FOR THE MONTENEGRIN COAST - INVITATION FOR TENDERS

This Invitation for Tenders follows the General Procurement Notice for this project, which was published on the official site of the European Bank for Reconstruction and Development (EBRD) under Ref. 5551-GPN-36875 on June 7th 2007.

The Public Enterprise for water supply, waste water treatment and drainage and solid waste disposal “Regionalni vodovod Crnogorsko primorje”, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Montenegro Regional Water Supply Project, (Project ID 36875).

The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the loan:

LOT 1: Construction of the northern branch of the regional water supply system for Montenegrin coast from the reservoir “Djurmani” to the breaking chamber “Perazica Do”. The contract includes supply, installation and construction of the gravity ductile cast iron pipeline diameter of 900 mm in total length of 11.548 m, including corresponding pipeline infrastructure (mud outlets, air valves, connection junctions, thrust restraints) and fittings - pipe material (valves, flow meters, flow control equipment). The location on which the contract will be executed covers the coastal part of Montenegro from Sutomore to Petrovac.

LOT 2: Construction of the northern branch of the regional water supply system for Montenegrin Coast from the breaking chamber “Perazica Do” to the pump station “Budva”. The contract includes supply, installation and construction of the gravity ductile cast iron pipeline diameters from 800 mm (length of 7.420 m) to 700 mm (length of 2.086 m) and GRP gravity pipeline diameter of 700 mm (length of 4.444 m), including corresponding pipeline infrastructure (mud outlets, air valves, connection junctions, thrust restraints) and fittings - pipe material (valves, flow meters, flow control equipment). The location on which the contract will be executed covers the coastal part of Montenegro from Petrovac to Budva.

MONTENEGRO SUSTAINABLE TOURISM DEVELOPMENT PROJECT:

General procurement notice and request for expression of interest for a Grant under the GEF

The Government of the Republic of Montenegro has received financing in the amount of US$ 10 million equivalent from the World Bank toward the cost of the Montenegro Sustainable Tourism Development Project (MSTDP) and has applied for US$ 350.000 as Project Preparation Grant (PPG) under the GEF Strategic Partnership for the Mediterranean Sea Large Marine Ecosystem Investment Fund and it intends to apply part of the proceeds to payments for goods, works and consulting services to be procured under this project.

The proposed project for sustainable tourism development (MSTDP) will assist Montenegro in better designing and implementing an integrated coastal zone management approach to reduce coastal degradation and at the same time foster environmentally sound tourism development.

MONTENEGRO SUSTAINABLE TOURISM DEVELOPMENT PROJECT (MSTDP) -

Loan agreement has been signed

After the conclusion of serial procedures and negotiations, which have been done with World Bank for the last two years, within the Sustainable Montenegrin Tourism Development Project, the main conditions for the beginning of realization of the construction of the regional water supply system from water source Bole Sestre (the basin of Skadar Lake) for the Montenegrin coast  are achieved.

Particularly, on 28th of August 2007, The Financial Agreement and Project agreement were entered between the Government of the Republic of Montenegro, World Bank and PEW.

MONTENEGRO SUSTAINABLE TOURISM DEVELOPMENT PROJECT- REQUEST FOR EXPRESSIONS OF INTEREST: "Design services for the rehabilitation of the hydro-technical tunnel Sozina"

Government of the Republic of Montenegro has applied for a credit from the International Development Association (IDA), for the proposed Montenegro Sustainable Tourism Development Project and intends to apply part of the proceeds of this credit to payments under the contract for preparation of design documents for the rehabilitation of the hydro-technical (evacuation) tunnel Sozina in the Republic of Montenegro.

Hydro-technical (evacuation) tunnel Sozina is located in the vicinity of the traffic tunnel Sozina. It was constructed for the primary purpose of transition of the regional water supply pipeline from the continental branch to the coastal branch through the hill Sozina. During the construction of the traffic tunnel Sozina, P.E. “Regionalni vodovod Crnogorsko primorje”, which owns the hydro-technical tunnel, agreed that this tunnel is temporary used also for the evacuation purposes for the traffic tunnel. The present condition of the hydro-technical tunnel does not satisfy the necessary technical requirements for laying of the water supply pipeline, nor for the evacuation purposes. Therefore, the requested services foresee the preparation of design documents for the rehabilitation of the hydro-technical (evacuation) tunnel Sozina according to the national and E.U. legislation.

MONTENEGRO REGIONAL WATER SUPPLY SYSTEM: GENERAL PROCUREMENT NOTICE (GPN)

Public Enterprise “Regionalni vodovod Crnogorsko primorje” – Budva has applied for a loan from the European Bank for Reconstruction and Development (EBRD) to finance the construction and rehabilitation of the Northern branch of the regional water supply system for the coastal region of the Republic of Montenegro. CONTRACT SIGNED FOR PREPARATION OF THE FINAL DESIGN FOR THE WATER INTAKE OF THE REGIONAL WATER SUPPLY SYSTEM OF MONTENEGRIN COAST AT THE WATER SOURCE BOLJE SESTRE

On the basis of the Request for Expression of Interest announced on June 15, 2006, and the consultants selection according to the World Bank method “Quality- and Cost-Based Selection” and the procedures defined in the World Bank manual “Guidelines for Selection and Employment of Consultants by the World Bank Borrowers” dated May 2004, P.E. “Regionalni vodovod Crnogorsko primorje” has signed the Contract with Scott Wilson Ltd. (UK), in cooperation with IK Consulting Engineers d.o.o. (Serbia), on April 10, 2007.

 

The Contract foresees the preparation of the Final Design for the most complex part of the regional water supply system. i.e. water intake, treatment and water transport facilities at the water source "Bolje sestre". The deadline for the preparation of the Final Design is 4 (four) months. The total financial value of the first-ranked bidder’s proposal is € 206.095,50 (VAT included)

Resettlement Policy Framework (RFP)

The purpose of the RPF is to set out the policies, principles, institutional arrangements, schedules and funding mechanisms for any land acquisition that may occur as the result of the project. The operational objective of the framework is to provide guidelines to stakeholders participating in the mitigation of adverse social impacts of the project, in order to ensure that the social and economic well being of project affected persons will not be worsened as a result of the project.

CONSULTANCY SERVICES CONTRACT SIGNED FOR UPDATING AND IMPROVING THE FINAL DESIGN OF THE REGIONAL WATER SUPPLY SYSTEM OF MONTENEGRIN COAST – THE SOUTHERN BRANCH

After conducting the tender procedure for the selection of consultants, P.E. “Regionalni vodovod Crnogorsko primorje” has signed contract with the partnership of Faculty of Civil Engineering of Belgrade and IK Consulting Engineers for the services of UPDATING AND IMPROVING THE FINAL DESIGN OF THE REGIONAL WATER SUPPLY SYSTEM (RWSS) OF MONTENEGRIN COAST – THE SOUTHERN BRANCH, on April 2, 2007.

 

The total contract value is € 135.000 (VAT excluded), and the deadline for performing the activity is 4 months.

Considering the time when the final design was prepared (1991-1997), as well as the new water deficit inputs found by recently performed studies, there was a need for analysis and amendment of the project documentation. In addition, there is a reasonable assumption that the improvement of the northern and southern branch of the RWSS would significantly reduce the investment costs for their construction, in comparison to the investment needed if the construction was performed according to the existing project documentation.
