REPUBLIC OF MONTENEGRO

ADVANCE FOR PREPARATION OF MONTENEGRO SUSTAINABLE TOURISM DEVELOPMENT PROJECT

LETTER AGREMENT No. IDA Q5250-YF

The Government of the Republic of Montenegro has received financing in the amount of US$ 857.000 equivalent from the World Bank toward the cost of the preparation of the proposed Montenegro Sustainable Tourism Development Project and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project.

The project will include the following activities in the coastal area of the Republic of Montenegro:

• Preparation of background study for establishment of a Protected Area in the Bojana Delta;

• Preparation of the General and Detailed Urban Plan for location Donji Stoj, municipality of Ulcinj, Republic of Montenegro;

• Marine biodiversity monitoring program in cooperation with the Institute for Marine Biology of Kotor;

• Communication strategy for Morsko Dobro including preparation of operational manual;

• Final Design for eco-infrastructure in Bojana Delta (information center and offices for management unit, bike path & educational trail) and public consultation for bike path & educational trail;

• Preparation of the final design of the water intake, treatment plant and pump stations at the water source of the regional water supply system for the coastal region of the Republic of Montenegro;

• Baseline Study for illegal constructions in the Bojana Delta including ortho-photos.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: “Procurement under IBRD Loans and IDA Credits” (current edition), and is open to all eligible bidders as defined in the guidelines. Consultants will be selected in accordance with the World Bank’s Guidelines: “Selection and Employment of Consultants by World Bank Borrowers” (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers.
