REQUEST FOR EXPRESSIONS OF INTEREST: Preparation of an Environmental Impact Assessment for the Montenegro Sustainable Tourism Development Project

The Council of Ministers of the Union of Serbia and Montenegro, Government of the
Republic of Montenegro has applied to the Global Environment Facility (GEF),
administered by the World Bank towards the cost of the preparation of the proposed
Montenegro Sustainable Tourism Development Project, and it intends to apply part of the proceeds of these funds to payment of the following consulting services.

Project M.E.S.T.A.P.: Construction of the II phase of the

sanitary landfill "Lovanja" is completed

The Construction of the II phase of the sanitary landfill "Lovanja" is successfully completed by the beginning of the November 2005. The final contract amount is 145.375,56 Euro (VAT included).

The Contractor “Cipranic CO” - Niksic, has carried out the works.

Project M.E.S.T.A.P.: Construction of the II phase of the sanitary landfill "Lovanja"

The Construction of the II phase of the sanitary landfill "Lovanja" is in progress, within the project MESTAP under the contract with the contractor "Cipranic CO". The total amount of the investment is 132,080.78 EUR including VAT, and intended completion date is 6 weeks.

Project M.E.S.T.A.P.: The vehicles for solid waste collection and transport have arrived

On 8th September 2005 the official handing over of the vehicles for solid waste collection and transport has been carried out between involved parties within the project: PE "Regionalni Vodovod Crnogorsko Primorje", "Lovanja" d.o.o. and communal public enterprises of municipalities Kotor, Tivat i Budva. The minister of the Environmental Protection and Urban Planning Mr. Boro Vucinic, mayors of Kotor and Tivat and representatives of PE Regionalni vodovod “Crnogorsko primorje” and “Lovanja” d.o.o, attended this ceremony.

Montenegro Tourism Development Project-MTDP, P093461: World Bank's Project Preparation Mission 

The World Bank Mission will visit Montenegro in period 28.06.2005. to 4.07.2005.godine. The Mission will be led by Mr. Andreas Rhode, Senior Sanitary Engineer, and he will be joined by Messrs. Manuel Marino, Lead Water and Sanitation Specialist;  Arben Bakllamaja consultant, Miroslav Frick operations analyst, Michael Webster assistant, Nikola Ille Senior rural development specialist , Gennadz Pilich Senior Counsel.

The mission continues to conduct the procedure for approval of financing the Montenegro Tourist Development Project - Construction of the Regional Water Supply System for Montenegrin Coast (MTDP, P093461).

Project M.E.S.T.A.P. : Invitation for bids for the civil works on sanitary landfill "Lovanja"-second phase

The PE “Crnogorsko Primorje” – Budva, acting as the implementation agent on behalf of the Government of the Republic of Montenegro, invites sealed bids for the construction works on the Sanitary landfill “Lovanja” - second phase. The works foresee the preparation of the bottom made of 20 cm of clay and 30 cm of sand, the construction of marginal and partial clay barriers (around and inside the body of the landfill), and adaptation of gas and leachate systems for the operations in the second phase of landfilling. This project is based on the Main Design and in accordance with all the relevant documentation. The project will enable the continuation of landfill operations until the prescribed period of three years. The time for completion is 6 weeks.

Project M.E.S.T.A.P. : Invitation for bids for the civil works on ecological sealing of existing dumpsites in Municipalities of Kotor and Tivat

The PE “Crnogorsko Primorje” – Budva, acting as the implementation agent on behalf of the Government of the Republic of Montenegro, invites sealed bids for the civil works on ecological sealing of existing dumpsites in Municipalities of Kotor and Tivat. Locations foreseen for sealing are the dumpsite Grabovac in the Municipality of Tivat, access road to the Sanitary Landfill “Lovanja” and area near “Lovanja” landfill. The time for completion is 6 weeks. This project represents the first phase of environmental recovery of degradated areas in these municipalities.

Project M.E.S.T.A.P. : Second Call for Specific 

procurement notice for recycling equipment 

This is the second call for bids. This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 631 on May 31, 2004.

The PE "Crnogorsko Primorje" – Budva now invites sealed bids from eligible bidders for

design, supply, construction, installation and commissioning of the recycling equipment for the sanitary landfill "Lovanja" operating in Kotor municipality, Republic of Montenegro, including training of the personnel. This pilot project represents the first step in the introduction of the recycling technology in the solid waste treatment and disposal in Montenegro. The recycling equipment foresees manual sorting of municipal solid waste with use of the two devices from industrial recycling plants: a trommel for opening waste bags by tearing, and conveyor belts.

Requested Expressions of Interest for preparation of feasibility study for selection of the long-term solid waste sanitary landfill location for the Municipalities of Kotor, Budva and Tivat

Within the project MESTAP, on April 21, 2005, PEW-MC announced the Request for

Expressions of Interest for preparation of feasibility study for selection of the long-term solid waste sanitary landfill location for the Municipalities of Kotor, Budva and Tivat. The services include the following activities:

1. To define possible locations for the long-term solid waste sanitary landfill on the entire study area;

2. To make the technical assessment of locations defined in item 1. and to select, for further analysis, only the locations satisfying the technical criteria defined by the Terms of Reference;

3. To make a financial analysis of selected locations satisfying the above-mentioned technical criteria, and to make their comparative assessment;

4. Based on results of financial analysis to select one location as the long-term sanitary landfill for the municipalities of Kotor, Budva and Tivat.

Signed contract for procurement of the waste equipment – trucks for the municipalities of Kotor, Tivat and Budva

On March 31, 2005 after implementation of the tender procedure within the Project MESTAP, the Contract has been signed for the procurement of 9 communal trucks for the Municipalities of Kotor, Tivat and Budva. The Contract has been awarded to the lowest evaluated bidder, the company "Bora Kecic – Specijalni transporti" from Belgrade for the Contract amount of 860.000 euros with custom duties and VAT included. The French manufacturer "Renault" will produce the trucks, until the Spanish manufacturer "Ros Roca" will produce the superstructures. The Contract has been signed with compliance of the World Bank and the “Lovanja” ltd as the beneficiary of the mentioned equipment.

Within the project MESTAP, on February 24, 2005, the international competitive bidding is announced for procurement of the recycling equipment for sanitary landfill "Lovanja". Project identification and supervision mission of the World Bank in Montenegro

The World Bank’s water and sanitation sector team,  is scheduled to visit Montenegro from January 31 to February 17, 2005. The purpose of this mission is to identify the Montenegro Tourist Development Project, to review the implementation progress made for Montenegro Environmental Sensitive Tourist Area Project, and to start with implementation of the Powerty and Social Impact Analysis (PSIA) of Water Sector in Montenegro.

Delivery of 1,1 m3 containers for municipalities of Kotor i Budva completed

On December 8, 2004, a part of the contract A-CON-002 with UNIS "Kovina",  Visoko (Bosna i Hercegovina), related to the delivery of containers of 1,1 m3 for the municipalities of Kotor i Budva has been completed. By this, the Public Utility "Kotor" received the total of 250 containers, and the Public Utility "Budva" the total of 100 containers.

On November 20, 2004, the realization of the contract A-CON-002 with UNIS "Kovina", from Visoko (Bosnia i Herzegovina), has commenced . The Contract foresees the procurement of solid waste equipment - containers for the municipalities of Kotor i Budva.

Project M.E.S.T.A.P. - Signed the Contract for procurement of solid waste equipment

On September 14, 2004 the Contract for procurement of the solid waste equipment – containers, for municipalities Kotor and Budva, has been signed.

Total value of the Contract is 157.195,35 EUR, and the Contractor is "UNIS" Kovina, Visoko (Bosnia and Herzegovina).

Regional sanitary landfill  “Lovanja” officially commenced with operation

On July 8, 2004, the first sanitary landfill in the Republic of Montenegro has commenced with operation. It will receive the municipal solid waste from the Municipalities of Kotor, Budva and Tivat. The landfill will be owned and managed by the company of stakeholders “Lovanja”.

Lining of PEHD foil on the sanitary landfill »Lovanja« has commenced

On May 31, 2004, the works on lining and welding of the high-resistant PEHD foil have commenced.

The implementation of the PEHD foil in the construction of the sanitary landfill, represents the crucial part in the scope of measures for environmental protection which are prescribed by the European Union standards.

Base (geo-construction) of sanitary landfill »Lovanja« is ready for lining with high-resistant PEHD foil

Base (geo-construction) of sanitary landfill »Lovanja« has been prepared for lining with high-resistant PEHD foil. Final preparations are undergoing and, if the weather allows, the alignment and welding is expected on Tuesday, 25. May 2004.

It will be the first time that works of this kind are been made in Montenegro ...

WORKS ON FORMATION OF THE LANDFILL GEO-CONSTRUCTION IN LAST PHASE

Construction of the sanitary landfill »Lovanja« is in the phase, which includes preparation works for laying of the PEHD geomembrane. Excavation works are completed and during the next week laying and thermal welding of the PEHD geomembrane will take the place.

Experts of World Bank are coming in the period from 17. to 20. May 2004. for a regular mission of the project for solving the problems of solid waste disposal for the area of Montenegro coast. The mission includes projects MEIP (building the sanitary landfill on Lovanja) and MESTAP (long-term solving of the solid waste disposal problem on Montenegro coast).
